Formal handover is the controlled transfer of building-safety information after building work so the person responsible in occupation can manage fire and structural risks. BSA 2022 section 76 is the statutory anchor; SI 2024/41 and golden-thread guidance shape how information must be kept thereafter.
Weak handover is one of the most common occupied-phase failure modes: missing drawings, unclear change history, no named AP transfer, and uncontrolled edits after “complete”.
