Threadsovereign is built to prepare and evidence submissions to the BSR portal. It validates structured data against checklist requirements, provides a portal-day pack (GOV.UK building-control links, checklist status, correspondence, attestation register, HSE reference reminder), records local submission trace references for your audit trail, and captures manual HSE portal references after you file officially. Enterprise organisations can optionally enable a live HTTP BSR connector when customer middleware and platform credentials are configured — HSE does not publish a public duty-holder REST API, so official filing remains on GOV.UK. The platform does not replace the BSR or GOV.UK portals and never auto-files gateways, KBI, or occurrences to HSE.

The platform also supports CDM 2015 / BRAE 2023 and FSER 2022 fire safety workflows, which apply across Great Britain. Wales higher-risk building legislation is not in scope today. Some emerging instruments (for example SI 2024/110 RBCA workflows) are partially supported via manual HSE portal reference capture rather than full in-product RBCA filing. Upload a planning pack, SMS policy, engagement strategy, or FRA PDF; the platform extracts draft fields for KBI (SI 2023/396), safety-case SMS (SI 2023/907 reg.5), engagement strategy (reg.10), and FRA (s.156 / FSO). Every field is applied as a draft for you to review — validators only check presence of fields; the model never decides legal adequacy and never auto-submits to the BSR. Starter includes all forms and validators without extraction. Completeness scanning of PDFs/DOCX against human-written BSA validators is also available on Professional+ (FRA completeness scan remains disabled pending legal review).

Professional and Enterprise include advisory tools only: PDF pre-fill of draft form fields (you verify every value); a document completeness scan that flags whether expected sections are present against human-written BSA validators; advisory drafting starting text; and natural-language search that maps queries to existing filters. FRA document completeness scanning is not enabled pending legal review. None of these tools assess legal adequacy, know the law, or replace professional judgement. Customer compliance data is never used to train third-party models, and nothing is auto-submitted to the BSR.
