Direction & 28-day clock
- BSR direction notice received and filed against the correct HRB
- Direction date and BSR reference recorded
- 28 calendar-day application deadline calculated and owned
- PAP / BSM roles confirmed for the directed building
- No self-nominated ‘BAC start’ confused with a statutory direction
Submission pack completeness
- Current safety case report ready for pack inclusion
- Resident engagement strategy current and linked
- Mandatory occurrence reporting system evidence available
- Serial numbers of compliance notices currently in force (if any)
- Pack completeness checked before GOV.UK filing day
Registration currency & fees
- BSR-held contact and registration details current
- Material registration changes notified within 14 days where required
- HRB fee amounts, due dates, and receipts recorded (payment still outside platform)
Refusal, appeal & reassessment
- Refusal / review pathway understood if application is refused
- First-tier Tribunal appeal deadlines tracked if pursued
- Renewal / review due date diarised
- Early reassessment triggers watched (incident, material change, remediation completion)
Portfolio note (LAs / RPs)
- Each directed HRB has its own clock and pack — no mixed evidence across stock
- Staggered BAC directions visible on a multi-building readiness view
