What the law requires
When the Building Safety Regulator directs a Building Assessment Certificate application, the Principal Accountable Person must respond on a short clock with a coherent pack — typically the safety case, residents’ engagement strategy, and evidence of the mandatory occurrence reporting system, plus in-force compliance-notice serials. Prepare before you are directed; file on the official portal.
Key clocks
Application after direction
28 calendar days from BSR direction (GOV.UK preparing a BAC application, updated 1 Apr 2026).
Registration currency
Material registration changes within 14 relevant days (SI 2023/315 reg.4).
Reassessment aim
GOV.UK describes an approximate five-year reassessment cycle — diarise and watch early triggers.

Operating checklist
Use this checklist when the Building Safety Regulator directs a BAC application, or to pressure-test readiness before a call-in. Align with GOV.UK preparing a building assessment certificate application (last updated 1 April 2026). Filing still happens on the official BSR portal — Threadsovereign assembles and evidences; it does not auto-file.
Direction & 28-day clock
- BSR direction notice received and filed against the correct HRB
- Direction date and BSR reference recorded
- 28 calendar-day application deadline calculated and owned
- PAP / BSM roles confirmed for the directed building
- No self-nominated ‘BAC start’ confused with a statutory direction
- Calendar / ICS reminder set for the application deadline
Submission pack completeness
- Current safety case report ready for pack inclusion (SI 2023/907 reg.4 / reg.5)
- Resident engagement strategy current and linked (SI 2023/907 reg.10)
- Mandatory occurrence reporting system evidence available (BSA s.87 / SI 2023/907 reg.6 — notice ASAP + attention-based 10 calendar-day report clock)
- Serial numbers of compliance notices currently in force (if any)
- Pack completeness checked before GOV.UK filing day
- Safety case, RES, and MOR prepared before direction (GOV.UK — do not wait to be told)
- Golden thread evidence coherent with the pack narrative (BSA s.88 / SI 2024/41 Schedule 1)
Registration currency, KBI & fees
- BSR-held contact and registration details current
- Material registration changes notified within 14 relevant days of awareness (SI 2023/315 reg.4)
- KBI categories current where material changes affect the pack (SI 2023/396 — commonly 28-day change clocks)
- BAC application charge budgeted (£312 for 2026–2027 per GOV.UK, plus BSR assessment charges)
- HRB annual fee amounts, due dates, and receipts recorded (payment still outside platform)
- Assessment visit outcomes recorded when received
Refusal, appeal & reassessment
- Prompt-remedy pathway understood if BSR offers a fix-by deadline
- Contravention letter / compliance notice process understood if refused
- Review and First-tier Tribunal appeal deadlines tracked if pursued
- Approximate five-year reassessment cycle diarised (GOV.UK aim)
- Early reassessment triggers watched (incident, material change, remediation completion)
Honesty ceilings (do not claim otherwise)
- Application is filed on the BSR / GOV.UK portal — not auto-filed by software
- Pack completeness checks support readiness; legal adequacy remains with the PAP
- Levy / RBCA / live HSE e-file are out of scope for this checklist (product ceilings)
Portfolio note (LAs / RPs)
- Each directed HRB has its own clock and pack — no mixed evidence across stock
- Staggered BAC directions visible on a multi-building readiness view
- Shared corporate templates do not replace building-specific safety case / MOR evidence
