Golden Thread Starter Guide

Practical introduction to golden thread information requirements under the Building Safety Act — what to record, how to structure it, and how to maintain it through occupation.

The golden thread is the coherent, up-to-date record of building safety information. For HRBs it must be maintained through design, construction, and occupation so duty holders and the BSR can rely on it.

What the golden thread must achieve

  • Accurate, accessible information about the building and its safety-critical elements
  • Clear accountability for creating, reviewing, and updating information
  • Traceability of changes from design through to occupation
  • Evidence that supports gateway decisions and the safety case

Information to capture at design

  • Fire strategy and supporting calculations
  • Structural design assumptions and revisions
  • Product specifications with fire performance data
  • Value engineering and substitution decisions with safety impact
  • Coordination records between design disciplines

Information to capture during construction

  • As-built drawings and marked-up design changes
  • Installation certificates and commissioning records
  • Inspection and test results for regulated systems
  • Photographic evidence for concealed works where required
  • Snag items affecting fire or structural safety until closed

Information for occupation (HRB)

  • Safety case evidence and structural/fire assessments
  • Maintenance regimes and inspection intervals
  • Mandatory occurrence logs and BSR notifications
  • Resident engagement records and complaint resolutions
  • Building Assessment Certificate supporting material

Structuring your golden thread

  • Organise by building → system → asset where possible
  • Apply consistent naming and version numbering
  • Link documents to duty holders and approval dates
  • Separate draft, approved, and superseded records
  • Maintain an audit trail for all changes

Common pitfalls

  • Safety-critical PDFs stored in email threads without version control
  • Contractor substitutions not reflected in the golden thread
  • Gateway packs that diverge from site reality at handover
  • No single owner for information updates after PC
  • Resident-facing information not connected to safety case evidence
